Stingy mole question

I have an oval shaped mole roughly the size of a pencil eraser on the side of my, toward the back. It's been there for years, and a dermatologist looked at a few weeks ago and said it looked perfectly normal.

If I catch the mole with my fingernails it gives a stinging sensation, like I've scratched a partially healed sunburn. The irritation lasts for a day, sometimes less, then subsides. Light rubbing of area tends to not bother it, but too rough and the burn sensation occurs. Now this is something that's been a thing for probably 5 years now, though only recently has it been so consistent. A side note is that the skin along that side of the neck and shoulder has been feeling like rug burn for over 3 weeks. The dermatologist gave ointment for it, but looking for opinions about stingy sensations or slight rugburn like. There is no itch or bleeding.

Typo up there. The mole located on the left side of neck.

For giggles I measured it. Bout half the size of a pencil eraser.
